2008年10月TIOBE编程(www.cppentry.com)语言排行榜发布，前三甲依然被Java、C和C++(www.cppentry.com)占据；Delphi和Ruby各上升一位，分别排名第九和第十；原来排在第十位的java script在第十名的位置坚守了几月后跌出前十，其他位置没有明显变化。
值得注意的是，曾被看好为年度黑马的PowerShell此次跌出前三十强，由七、八月的第十五位，九月的第十九位直线下滑到目前的三十八位。
PowerShell是微软在06年第四季度推出的一种新的命令行外壳和脚本语言，建立在 .NET Framework 的基础上，全面支持Windows最新的服务器产品，包括SQL Server 2008、Windows Server 2008主要用于进行系统管理和自动化，被认作是DOS下批处理语言的最佳承继者，已经逐渐显示出下一代脚本的潜力，极有可能在接下来的几年内成为Windows管理员最重要的语言。
